Though publicity has become a common feature in the selection and appointment system of political leaders and cadres of the Chinese government, the question of what standards to follow is still a hard nut to crack. A study of the competency features at various positions can help find the key to the problem. The leading team in China is mainly constituted of those who, working at fundamental levels of the government, are deeply involved in the enforcement and implementation of various policies and in the management of affairs related to common people. This thesis attempts to discuss the competency features of political leaders and CCP cadres at fundamental levels of the Chinese government, thus providing some theoretical and methodological support to the practice of the selection, assessment, and training of the leading team.The first stage of the research work involved a lot of interviews and literary searches as well as the edition of Questionnaire on the Competency Features of Skeleton Political Leaders and CCP Cadres. The exploratory factor analysis shows that the leadership competency consists of eight categories: communication and coordination, self-discipline, execution, appreciation of good quality of other people, integration and analysis, love for the work in hand, personality, and decision-making. The differential analysis leads to a valuable finding that there are at least four factors that have had influenced the opinions of political leaders and CCP cadres at fundamental levels of the government on the competence features: age and work experience, educational background, contents of different positions, and working conditions of different regions. The conclusion suggests some solutions to the problems that have been discussed in the thesis as well as measures to improve the efficiency of the research work itself.
