Research On The Efficiency And Satisfaction Influencing Factors Of Rural Public Goods Supply

Against the general social background of the Rural Revitalization Strategy,conducting investigation and research on the supply efficiency and its influence factors of public goods in rural areas to improve farmers’ satisfaction on it is a pressing need for Shandong province to establish a sustained and stable supply mechanism of rural public goods,and also a basic requirement for its steady economic growth.Besides,it is also very important to ease burden and improve welfare for farmers,narrow the gap between urban and rural areas,promote rapid and coordinated development of rural economy and society on a national scale.Based on the relevant theories of rural public goods,combined with related statistical data,this paper summarizes and analyzes the conditions of rural public goods in Shandong Province.In order to further analyze the supply of public goods in rural areas,this study selects four research sites(Chengwu County in Heze,Shanghe County in Ji’nan,Changle County in Weifang and Changdao County in Yantai)to carry out on-site investigations,and conducts statistical analyses of the survey results.Then,at macro level,this paper employs the Data Envelopment Analysis to measure the public good supply technical efficiency,pure technical efficiency and scale efficiency of the 28 villages and towns in four counties in 2016;at micro level,this paper applies the method of factor analysis to study the supply conditions and efficiency of the four counties.Combining qualitative and quantitative analysis,it discusses the supply of public goods and possible problems in Shandong Province,and puts forward relative suggestions:improving the scientificalness of farmers’ demand expression mechanism,giving preference to public goods with greater impact on satisfaction,encouraging a variety of supply modes and ensuring the fairness of market competition.
