Pension Insurance Policies Of Landless Peasents In Wujin District Of Changzhou City

As the urbanization in our country moves forward quickly, a large number of rural lands were expropriated and lots of farmers lost their lands. The land-lost farmers issue should attach extensive social concerns. At the present stage, governments in many places have already discussed the problems relevant to land-lost farmers and in some places have already constructed elementary social security system for land-lost farmers. However, on the whole the above-mentioned districts still adopted a traditional, substandard, and single way, that is to say, the fund indemnity; while the problems relevant to the life, medical treatment and pension of land-lost farmers cannot be effectively solved. As the most vulnerable and special group with little security, land-lost farmers cause many social problems which should be paid high attention to by all sectors of society and require the national and local governments to build and perfect retirement pension system for them quickly. On the basis of comparing our country’s retirement pension system for land-lost farmers with that of foreign countries and taking Wujin District in Changzhou City as an example, this paper investigates the main contents of old-age security policy for land-lost farmers in Wujin District, main procedures of old-age security work for land-lost farmers, insured conditions as well as the funds collecting and managing conditions by interviewing Bureau of Human Resource, Social Security Administration and Peasants’and Workers’Office in Wujin District. This paper also surveys land-lost farmers’satisfaction degree with current old-age security in the way of random sampling with Qianhuang Town in Wujin District as a sample. After that, this paper analyzes the existing problems and shortcomings of old-age security policy for land-lost farmers in Wujin District and acquires experience by comparing that policy in Wujin District of Changzhou City, Shanghai and Hangzhou City. Finally, this paper puts forward suggestions to perfect old-age security policy for land-lost farmers in Wujin District from the aspects of land expropriation policy, retirement pension system for land-lost farmers, management to preserve and increase the value of pension insurance fund for land-lost farmers, and re-employment mechanism for land-lost farmers. I hope that the old-age security policy for land-lost farmers in Wujin District of Changzhou City can be improved and perfected through the research of this paper.
