"The way to govern the country is to promote the worthy,the key of politics is the right choice of people",Any complicated and sophisticated administrative system needs people to run with,and for the civil servants as executives of government administrative agencies,an efficient civil service plays a vital role in the development of our society,economy and politics.From the cadre personnel system in the early days of the founding of the People's Republic of China to the promulgation of the?Regulations on the Provisional Management of National Civil Servants?in 1993.China's administrative personnel management system,based on the reference to the Western civil service system,combined with the actual situation in China,gradually explored a personnel system with Chinese characteristics.The road to reform.however,with the rapid development of society,under the background of economic transformation and social restructuring,the traditional personnel system has become increasingly unsuitable for the needs of social development.The term "iron rice bowl"has gradually become synonymous with civil servants.The inefficiency,the harmful idea of "power is all",and the overstaffing of people have become stereotypes left by the civil servants.Exploring an efficient civil service management system has become a major issue of government's management work,and the emergence of the civil service appointment system is in line with the needs of the times.The appointment system for civil servants is an extension and innovation on the basis of the traditional civil servant personnel system.It is an important part of the administrative personnel system in China.In 2011,the Central Organization Department and the Ministry of Human Resources and Social Security issued the?Measures for the Administration of Civil Servants in the Appointment System?to clarify the regions.Pilot work was carried out according to the needs of the work.Shenzhen,Shanghai and other places gradually explored the implementation of the civil service appointment system;in 2017,?Regulations on the appointment of civil servants(Trial)?was issued,once again from the positions of job setting,recruitment,contract management,and discipline supervision.Refined and improved.In order to better implement the strategic requirements of the central government to support the Hainan province to build a free trade zone(port).Hainan Province has studied and formulated a pilot program for the appointment of civil servants in 2018.aiming to accumulate through the practice of the civil service appointment system Experience,further emancipate the mind,steadily advance,actively explore and broaden the channels for selecting people for the government,build a more flexible employment mechanism,better optimize the structure of civil service,and improve the government work's efficiency and service level.This paper is divided into five parts.The first part is the introduction.It mainly introduces the research background and research significance of the paper.It introduces the research situation of civil servant appointment system in China,and analyzes it,expounding the research content,research methods and innovation of the paper.The second part is the connotation and necessity of the civil servant appointment system.It sorts out the connotation of the current civil servant appointment system.On the basis of analyzing the shortcomings of the current civil servant personnel management system,it demonstrates the necessity of the civil servant appointment system.The third part is a general analysis of the trial of hainan civil servant appointment system.It introduces the background of the pilot work of hainan civil servant appointment system and the difficulties encountered in the process.The fourth part introduces the pilot work of civil servant appointment system in China,mainly taking Shanghai as an example,summarizes and analyzes the implementation effect and existing problems of civil servant appointment system,and provides reference for the exploration and implementation of civil servant appointment system in hainan province.The fifth part is the thinking and Suggestions on promoting the pilot work of hainan civil servant appointment system.Based on the in-depth study of the issues to be considered in the pilot work of hainan province,relevant Suggestions on the implementation of the pilot work are put forward.
