Township Government System Dissimilation Research

The township regime organization which is between governments at higher levels and grass-roots social organizations performs the assignments allocated by the government at a higher level as well as providing effective public products and public services to the grassroots. It should also get mutual trust and satisfaction from all around the world and the society. However, township government shows obvious self-interest character in the practical operation and there is deviation and inversion between its actual function, structure and operation mechanism and the state official system specification. Therefore, in-depth thinking and research is required for township government issues whether from the top-down national legality construction or the response to the demands from the bottom-up grass-roots social.Taking the Z town of western region as a case, this study using "process-event" analyzing method to describe the abnormal phenomenon occurring in a power operation in the dynamic scene of organization operation system and discusses the solution through the investigation of Z’s survival condition and the actual operation situation. There are five parts included in the study. Chapter one is Introduction:introduction of research background and issue consciousness and it briefly describes the research purpose and significance; Literature review and research method of this study is also included. The point of system dissimilation of operation of township government is putting forward by the internal operation logic and shape of system of external constitution. Chapter two analysis of internal operation logic and the system of township government. In order to satisfy the demand of (external demand), county (district) level government and maintain the government achievement, it has to break the formal rules and it leads to the system dissimilation. Chapter three:analysis of township regime in the face of the rural society. Its operation logic nor implemented according to the rules neither meet the needs of rural society; Township government administrative behavior is the power of control while social governance is the maintenance of government achievement. Chapter four:the analysis of the reason of township government system dissimilation. It mainly includes the history of the traditional physical inertia,"rigid" procedural system environment, fickle kinds of "self-interest" township government,"diversification" vested interest groups and "missing" diversified supervision main body, etc. Chapter five:through the description of internal operation and external management operation logic of township government, this study analyzes the cause of the township government system dissimilation and puts forward the reform of institutional innovation which is the real solution.
