Concerning The Problems And Countermeasures Of County Administrative Supervision

The Third Plenum of18th CPC Central Committee proposed the overall goal of comprehensively deepen the reform is to improve and develop the system of socialism with Chinese characteristics, promote the modernization of national management system and management ability. And as a self monitoring means of internal administrative system, administrative supervision is an important part of national supervision system, is also the important focus of promoting the modernization of China’s management system and management ability. Efficient and effective administrative supervision systems and mechanisms play an irreplaceable important role to improve the government administrative efficiency, enhance the level of government officials and their staffs’ administration according to law, to promote the effective development of government work and LianJieXing ascension. As an integral part of the country’s local governance system, the county government, whether its power can effectively be regulated, directly reflects the government image and credibility of high and low in the minds of the people, directly reflects the government governance level of modernization.Based on the X county administrative supervision of hubei province, using the method of empirical analysis and normative analysis to analyse the current problems existing in the county administrative supervision in more comprehensive, systematic and in-depth way, and put forward the improvement on the basis of the countermeasures for the county administrative supervision. In order to further perfect our country county administrative supervision work, and give full play to the supervisory function in promoting the important role in county government.This paper includes the introduction and three parts, and the content is as follows:Introduction has firstly described the related theory of county administrative supervision in detail.The first part, defines the theoretical basis and legal basis of county administrative supervision,and puts scientific theory as the basis, can provide theoretical support for the follow-up analysis of the empirical analysis.In the second part, using administrative supervision work of X county in hubei province as a case study, empirically analyses the problems existing in X county from the conspects of the system, mechanism and team construction and so on,then expounds the causes of these problems.The third part, aiming at problems and deficiencies in X county administrative supervision work, using the current related research dynamic and reform state as a starting point, puts forward the measures of perfecting system of administrative supervision mechanism, strengthening the construction of the contingent of cadres, innovating means of administrative supervision.The innovation of this paper: first, improve the system of administrative supervision mechanism.
