Performance management, is the enterprise to achieve strategic objectives, one of themost effective management tools and methods, effective performance management can notonly promote the enterprises to achieve the target of periodic, improve production efficiency,reduce costs, improve management level, and enhance the competitiveness of enterprisegrowsstrong continuous power source. Based on this, how to effectively build aperformance management system has become many domestic and foreign enterprises toimprove their management level and the most important way to improve enterprisecompetitiveness. In the face of the fierce competition in the external sector and enterpriseown development needs, SGED units from the business nature into enterprise operationprocess, because of some characteristics of itself is in the nature of institution, operation andmanagement mode of many times of change, the assessment work become a mere formality,etc., so the formation and development unit has not been the corresponding assessmentmethod and the real meaning of performance management system. Due to the lack ofcorresponding SGED unit performance management system, as well as the operation andmanagement and internal incentive mechanism of the rigid, makes SGED units in thedeveloping progress of recent years, the competitiveness of the unit is declining. Therefore,using modern performance management theory, build a scientific and reasonableperformance management system, is the SGED unit within its own demands, also accordwith the requirements of the business entity enterprise policy.In this paper, on the basis of using the theory of performance management, through tothe SGED units present situation investigation and analysis of existing problems, the studydesign SGED unit performance management system, puts forward the SGED unitperformance management system design aim, concept, principle and thinking; Design theperformance evaluation index system, set up performance management organization andresponsibilities, established the SGED unit performance management system, designs theperformance evaluation process. Full text through the background research, access to a largenumber of related theories and literatures about performance management, analyzes themanagement present situation and main problems of the SGED unit, using the theory ofperformance management, performance management system of SGED units proposed theconcrete plan, the design of the performance management to rise to the height of theenterprise development strategy, the technology of industry service unit and the operation ofother similar institutions enterprise in our country enterprise has a certain guidance and reference, to supplement and enrich the enterprise operation and institutions: an empiricalstudy of performance management system to provide certain theoretical basis and reference.
