The features of Hi-tech enterprise are the high value-added of its products and services, which determine that the core of the management is people. With the rapid development of economic globalization and Chinese entrance to the WTO, state-owned Hi-tech enterprises are facing the unprecedented competition. It is an imperative issue to greatly promote and enhance the enterprise's performance thus to enhance the enterprise's core competencies and competitive advantage. Hi-tech enterprises realize that it is the crucial solution to integrate the human resource management and development. Employees' performance is the basis of enterprise' performance, but most of the cases, Employees' performance is evaluated subjectively and randomly, consequently, employees' activeness and enthusiasm are weakened, in this case, enterprises' performance is only a subjective willingness. Performance management is the core part of HRM and also is one of the solutions to channel and motivate employees to combine the individual goals with the enterprises goals. Currently, more enterprises hope to promote their performance through performance management, but inappropriate design and use of performance management will bring about many side effects.This paper focuses on the design of EYS company performance management system on the basis of balanced scorecard and key performance indicator with the purpose to enhance the core competencies and competitive advantage of EYS Company. It will start from the introduction of concerning theories, then followed by the analyses of enterprise' management actuality, at last followed by the design of the EYS company's performance management system.Through the design of the system, it is found that performance theories and methods should be properly integrated to form the suitable PMS for specific enterprise. This paper also provides some helpful suggestions to state-owned Hi-tech enterprises on PM.
