With the development of the socialist market economy with Chinese characteristics,the diversification of economic elements,diversification of interests,and the pattern of international economic integration have taken shape.In this context,the external environment of statistical development is getting better and better,and the statistical work has received a high degree of attention and extensive attention.At the same time,the statistical system of our country faces the severe challenge: the statistical object is huge in scale,complex in structure and frequent in change,the public's awareness of protecting personal privacy and trade secrets is increasing continuously,and the statistical demand is extremely large and increasing dramatically.But more and more.Grass-root statisticians are collectors of raw data and the specific implementers of statistical investigation methods.Due to the professionalism of statistical work,it is necessary to strive to build a high-quality and stable team to ensure the primitiveness and reality of statistical data and in order to adapt to China's rapid economic and social development of the basic requirements of statistical work.This paper starts with the case of the construction of civil servants in Changsha City,and studies the construction of civil servants in township.Firstly,this paper combs the domestic and foreign related literature,defines the core concept of this paper,and explains the theory foundation of human nature hypothesis,hygiene-motivational factors,expectancy theory,human capital theory and street-level bureaucracy theory.Including the gradual improvement of the quality of personnel,the gradual implementation of remuneration and the gradual improvement of management assessment,but also pointed out that the statistics of civil servants in Changsha City,the township of Changsha City,the number of civil servants in the civil service sector,The main problems still exist in the construction of the team,including the selection of hiring norms,low pay and benefits,limited incentive to promote,training system is not perfect and evaluation and evaluation of imperfections.On this basis,the author analyzes the reasons behind the problems of the construction of the statistical civil servants in Changsha,including the lack of understanding of the special role of statistical services in economic and social development,the inadvisable statistical management system,the mismatching of the demand of education and training and the reality of supply.,large mobility of civil servants.Finally,the author puts forward some concrete countermeasures to strengthenthe construction of the civil servants in the township,which is to improve the understanding of the importance of township statistical work,to straighten out the management system of the township civil servants,to strengthen the statistical training of business personnel,at the same time,to improve the incentive mechanism for the township statisticians gradually through the wages,assessment,selection,etc.
