With the continuous advancement of government transformation,how to strengthen the human resource management of government departments,achieve high quality public service level,and promote the efficient operation of government are the focus of attention of the country,society and the government itself.Especially since the opening of the 19 th National Congress of the CPC,the development and implementation of government functions have faced new challenges and requirements in the decisive period of building a moderately prosperous society in all respects.Therefore,it is necessary to continuously improve the operational efficiency of government departments to achieve high-quality and high-standard public services.In this case,the research on government departments needs to explore a fresh perspective,break through the limitations of traditional research,and find a more scientific and reasonable solution to the inefficient problems of government departments.Guided by the internal labor market theory,this paper adopts qualitative research method to comprehensively analyze the internal labor market operation efficiency of government departments,and tries to promote the improvement of government work efficiency and functional development.The research shows that the operation characteristics and segmentation characteristics of labor market in government departments are important factors affecting its operation efficiency.Therefore,based on these characteristics,this study dialectically analyzes the efficiency gains and losses of labor market operation in government departments.Efficiency gains and losses are mainly reflected in four aspects: degenerating human resources allocation,distorting implicit incentives,ossifying labor relations and restricting human capital investment.There are many fundamental reasons behind these problems,such as the regional administrative division caused by the household registration system;Internal promotion and other operational characteristics lead to the motivation dislocation and so on.In view of these situations,the author starts from three aspects to repair the operation efficiency of labor market inside government departments.First,the government level.First of all,improve the household registration system,from the root to improve the negative impact of labor market segmentation within government departments.Secondly,by designing a scientific and reasonable reward mechanism in the internal labor market of government departments,the original incentive effect of wages should be revitalized.Furthermore,we should standardize career management in government departments.In addition,the complementarity between social security and government internal security should be promoted to guarantee the mobility of government personnel.Finally,through the smooth internal and external labor market communication channels to stimulate the internal labor market competition and vitality of government departments.Second,social level.The correct social cognition and professional values can be shaped by creating a social atmosphere of occupational equality,perfecting a diversified supervision system and forming a good professional culture.Third,the personal level.Cultivate the spirit of love and dedication,improve their own quality,clear work motivation.Starting from the individual government human resources,cultivate good working habits and prevent corruption,inaction and other bad behaviors that lead to inefficient operation of labor market in government departments from the source.In this paper,from different levels and in all directions,the relevant crack methods are proposed for the profit and loss of the internal labor market operation efficiency of government departments,in order to improve its operation efficiency,strengthen government functions,and promote the better and faster development of high-quality service-oriented government in the new era. |
