A Research On Social Security Treatment Of The Floating Population Of The City

Against the backdrop to promote the town as the core of people to improve the quality of urbanization development strategy for new urbanization, social security transfers to agriculture as the mainstay of the population of migrants become the focus of people’s livelihood. Currently, the inflow of migrants to the presence of social security benefits and the gap between local people, the role of migrants as development and expansion of the scale of China’s social security system, social security benefits to its floating population in urban construction are not proportional to play. Narrowing the gap between the treatment of Social Security and improving the flow of the level of social security benefits the population have important implications for the development of a harmonious society.In this paper, the use of literature and empirical investigation Combination approach, based on the status quo of China’s floating population description of social security on social insurance, social welfare, social assistance in three main areas selected indicators quantification of social security benefits, with the comparative study the method of Changsha City "city-city" floating population,"village city" floating population and social security benefits for the local population study compared three types of analysis.The results show that there are differences of social security benefits in migrants and local residents, which influenced by both urban and rural areas across the inside and outside of the points,"village-city" minimum social security treatment of migrants. The text of the status quo from the government, employers and migrants themselves three levels of analysis of the reasons that hinder the household registration system, social security imbalance in regional development, inadequate social security law, the transformation of government functions is useless, the employers are lack of responsibilities, benefits in companies are in a single unit and the floating population is not high on the social security system and its lack of understanding of the cause of migrants Accordingly, the Social Security did not realize the city treatment.
