Study On Urban Community Construction For Innovation In Social Management

It was explicitly pointed out in the18th National Congress that "we should perfect the democratic system at the grass-root level. The self-management, self-service, self-education and self-supervision of the masses in urban and rural community governance, public affairs and programs for public good at the grass-root level is an important method for the people to directly exercise democratic rights","exert the role of organizations at the grass-root level in cooperation to realize the organic combination of government governance and democracy at the grass-root level" and "strengthen social construction in improving well-being of the people and innovating social management". A community which serves as a basic unit and cell of the society is an important carrier for the implementation of national policies. China has more than20years’experience in urban community construction, effectively resolving some social conflicts and disputes during the reform and playing an irreplaceable role in meeting the basic physical and spiritual demands of the people.In the paper, the author, aimed for innovation in social management, mainly applies such methods as literature study and field study and combines case analysis and theoretical analysis to study the issues regarding urban community construction. Four chapters constitute the framework of the paper.In the first chapter, the author mainly introduces the background and significance regarding the study made in this paper, presents the current domestic and foreign studies, defines study methods and points out the innovation in the paper.In the second chapter, the author introduces relevant theories on urban community construction, including its basic concept, feature, content and three theoretical bases on which it is studied.In the third chapter, the author, mainly taking Wenhua Community as a case, makes a survey on the patterns regarding urban community construction and analyzes the issues in social community construction and development.In the fourth chapter, the author comes up with suggestions on the policies for improving urban community construction from five aspects with respect to the issues and new requirements in urban community construction and development.With respect to the innovative intention of the paper, the author comes up with the suggestions on the policies for improving the urban community Construction, from such aspects as enhancement of cooperative governance, transformation of service methods and promotion of spiritual well-being of the people, through a specific analysis for the construction of Wenhua Community, taken as a case.
