An Innovation Researchon China’s Urban Community Construction And Social Management

Since the opening and reform, CCP has always been leading the people carryingforward. With the development of the experience and the deeper knowledge, the fivein one plan consisting of economic, political, cultural, society and biologicalconstruction has been established around the ultimate goal of wealthy, democratic,civilized and harmonic socialist modern China. It enriches the essential of the Chinesecharacterized socialism, scientifically answering the origin questions that what kind ofsocialism do we want to build, how to build it, what kind of development to realizeand improve. It sets a framework for the better-off life society.The goal of social development is the sign of the new era of the socialdevelopment surrounding the citizen and social rights. Many things indicate that thesocial area is developing into relatively individual and self-governing space. Socialmanagement never depends on the economic and administrative management. Underthe macro background of the social management system, I analyze the relativeproblems of urban construction. And by doing so, I discuss the basic level reformationand creation of the system, which is with theoretical and practical significance.The ultimate goal of the socialism modernization is to promote the material andspiritual life. To fix the most people concerned problems is very important. We shouldaccelerate the pace of the reformation of the social management system, strengthenthe basic level social management and service system construction, rise theinformative, scientific and network level, improve the service quantity, and becomethe people involved mechanism basic effect. Community is an important element ofthe society. Under the circumstances of the government function change and thecommunity self-governing and servicing, strengthening and creating the communityconstruction become logically the premises and base of the strengthening of the socialmanagement.The social management focuses on the social development, in order to realize thesocial self-governing. One of the responsibilities of modern society is to promotecommunity self-governing, in order to promote the social development. My paperdiscusses《An innovation research on China’s urban community construction andsocial management》. This paper takes Chinese characterized socialism system in thescientific socialism as guide, the constructing the socialism harmonious society astheoretical evidence, and the city community development experience as base, to find the way to basic level social management under the scientific development theoryrequirement. As well as discussing relative concept and relationship among the socialdevelopment, management and community construction, this paper concludes seriesof problems in the city community development and the way to solve themconsidering the domestic and foreign situation. It provides some insights for thereformation, such as the role transformation of government, thinking on the creativeparty development, the community people involved system, the improvement of theurbanization and aging of the community, the perfection of the urban floatingpopulation management.
