Research On The China’s Urban Community Construction Under The Innovation Horizon Of Social Managemet

Since the late20th century, the rise of urban community construction is regarded as the objective requirement and inevitable outcome of social transformation in China. Currently, China is in the course of important strategic period in depending reform and establishing a well-off society in an all around way with profound changes occurring in various aspects such as economic development, social structure, life style, ideology and culture as well as code of conduct. Compared with western developed countries, social transformation in China faces complexity and particularity, which not only increases the difficulty for China to modernization, but also highlights the importance and urgency of establishing urban community construction nowadays.The Report to the Eighteenth National Congress of the Communist Party of China indicates that " improve people’s livelihoods and strengthening social construction in innovation management" and emphasizes " We must intensify our efforts to improve the basic public service system, strengthen and make innovations in social management, and boost the building of a harmonious socialist society in order to uphold the fundamental interests of the overwhelming majority of the people." In China, urban community is not only the basis and cell of the society, but the new structural factor for gradually developing society fields. Strengthening social construction, we have to pay attention to difficulties and innovation of grass-roots. Social management innovation is regarded as an important means to strengthen urban community construction while urban community construction is the important field for the practice innovation of social management. Further study on China’s urban community construction under the innovation horizons of social management, it plays an important and fundamental role in building a comprehensive well-off society.Based on the basic standpoint of historical materialism, this article analyzes the relation of interdependence between social management innovation and community construction by illustrating their basic theory. Besides, a comparative research is conducted from vertical and horizontal perspective on the practice and exploration of China’s urban community construction. Vertically, this article conducts a systematic management on the development of China’s urban community construction practice, which is China’s urban community construction in the course of transition from planned economic system to market-oriented reform. Vertically, another discussion and comparative analysis is also conducted to the practical case of urban community construction with three kinds of representative existing in Shanghai, Shenyang and Wuhan currently.This article takes the dependence relationship between social management and urban community construction as the starting point. On the one hand, we should conclude constructing experience through phenomenon and ensure the development pattern of China’s urban community construction; on the other hand, based on the philosophy and requirements of social management innovation, we should analyze the main problems existing in the course of China’s urban community construction and further broaden the research field of social management innovation. Meanwhile, on the basis on analyzing problems, we should conduct an in-depth discussion on the current challenges facing China’s urban community construction while put forward the important significance of strengthening China’s urban community construction in innovation management. This article adheres to the basic theory of emancipating the mind and innovate the governing philosophy of community from the integration of social management and social construction. Besides, according to the management problems existed in the current practice of China’s urban community construction, it also concludes the path selection of China’s urban community construction under the innovation horizons of social management, which possess with a certain kind of direction and operability. With the further enrichment of social management innovation and urban community construction, the development of China’s urban community construction will certainly reach abundant achievements.
