Community develops in the progress of the times, and the reform and opening up brought huge economic and social development and has sparked a holistic change, making the totality of social differentiation in our country. This kind of differentiation, to the early stage, brings vitality, but also bad influence to the society development in the new period, which highlights the urgency of the social integration. Differentiation and integration are two sides of modernization. The "differentiation" brings social vitality along with a series of problems. This calls for the change in the structure of social management and the integration of all kinds of social governance resources to restore the order of social system to benign and collaboration. Social management system is a form of the social system, and political, economic, social factors in different periods have impact on the change of the system of social management. Our country’s social management and community governance have a history with context and demand for reform in the new period and the grid management, as a main way of social governance today, has the era mission to go along with the historical development and respond to China’s need to reform in social and community management in the new period.This paper writes on the basis of empirical research and Yichang community management as a sample to investigate and research. The grid management in Yichang community began in2011,and so far has a history of3years. It not only drew experience from Beijing, Shanghai, Shenzhen and other places for grid management, but also innovated according to their own conditions and has created a grid community governance path with the characteristic of Yichang. The typical and innovation significance allow us to better observe and analyze phenomena and problems in the grid management.Grid administrators are the most grass-roots workers in Yichang community grids and they work as the government’s eyes and ears in each grid. Through the community information collection, they provide the direct source of information of the comprehensive supporting system in grid management, and has become the indispensable power for the trouble-free operation. Through on-the-spot investigation, I found that the grid member, as the most grass-roots workers, they have both unique feelings and unknown difficulties. Therefore, the paper selects the grid management in grid members’ perceptions of Yichang’s grid management as a research perspective. The survey found that there were cognitive differences in "identity","work motivation","working conditions","transaction report" and "management arrangements". They also had8kinds of "sorrow and hope" to their work. I will dig deep and expound on its roots, which are "friction between the old and new system","meshing unscientific","obliterate in the transaction process" and "large financial burden of government", and gives some countermeasures and suggestions accordingly.Through the above analysis, the author thinks that the grid management, as a form of community governance, has the necessity and limits of its existence. The necessity lies on the consolidate and improve of the government’s community governance ability, while the limit focuses on the incompleteness of the remove of administerization. The necessity and limit are both the characteristics of times, their existence solve the inherent problems of grassroots governance in our country and cater to the trend of exploration of management modernization; the limits are not shortcomings, but only an age gap in the specific period. The correct understanding of the necessity and limit of grid management will provide new inspiration for our country’s modern management system and management ability modernization.
