Study On The Incorruptible Supervision Function Of County Governments In The Reform To Streamline Administration,Delegate Powers And Improve Regulation And Services

Since the 18th CPC National Congress,a series of new changes have taken place in China.The unprecedented outcomes in incorruptible supervision have been achieved;anti-corruption has already become a high-pressure situation;good progress has been made in piloting the reform of the incorruptible supervision organ;incorruptible supervision function is in continuous reforms;the theory of anti-corruption have been constantly innovated;and the reform to streamline administration,delegate powers and improve regulation and services have been promoted quickly and deeply.Based on this background,focusing on the government function reform to streamline administration,delegate powers and improve regulation and services and taking the People’s Government of Minhou County,Fujian Province as the research object,this thesis analyzes and researches into the transformation of the incorruptible supervision function of county governments in China from the perspective of county governments.Different from the relatively high-level problem analysis and countermeasure methods in the previous documents,this thesis studies on the concrete performances of the abstract problems in grass-roots areas from the view of grass-roots practices in counties.There are five parts in the thesis.They are "introduction","the development of incorruptible supervision function and the reform to streamline administration,delegate powers and improve regulation and services","problems and causes of incorruptible supervision function of a county government in the reform to streamline administration,delegate powers and improve regulation and services—illustrated by the example of people’s government of Minhou County,Fujian Province","suggestions abput improving incorruptible supervision function of county governments","conclusion and prospect".The main conclusions are as follows.1.It is beneficial for the incorruptible supervisory organs to withdraw from the advisory and coordinating organs and to complete the "weight reduction" from the perspective of administrative streamlining and power delegation;however,it is of necessity to be vigilant about the decrease in authority of the incorruptible supervisory organs after streamlining administration and delegating powers.It is necessary to define the position of incorruptible supervision function in order to guarantee the "delegating powers without disorder" of county incorruptible supervision.2.From the view of strengthening regulation,the local governments shall especially be vigilant about the adverse influences of selective punishment and regional protectionism on incorruptible supervision.The local governments are required to strengthen the management during incorruptible supervision function transformation by the means of intensively integrating incorruptible forces,exploring self-supervision system and strengthening the team construction of incorruptible supervision cadres.3.From the perspective of regulation improvement,there are natural conflicts between the confidentiality and service orientation of incorruptible supervision—the lack of organs which supervise the incorruptible supervisory organs effectively will also result in distrust of incorruptible supervision from some informants.Consequently,the public oversight "Service-oriented",the construction of"one-step" public oversight and special service-oriented supervisory organs and optimization of report and feedback methods can be a bridge connecting the confidentiality and service orientation of incorruptible supervision.
