Research On The Current Situation And Countermeasures Of The Security Service Industry Management Of Guangzhou City

From the modern perspective, Security Service Industry has developed for nearly thirty years by now, but this phenomenon that Public Security Bureau serves as the role of both player and referee still exists, so security guard service company has a certain administrative tint. Besides, it is lack of market competition, so at present it is difficult for it to become the main body of our market with independent management, self development as well as sole responsibility for its profits and losses. With the development of society, apart from the security guards from security guard service company, a large number of organizations, enterprises and institutions as well as property companies recruit their own security guards, which makes its service field quite wide. Although Security Service Industry is highly developed, it also exposes many problems in the meanwhile, such as the lack of management personnel, the ineffective implementation of management measures, and constant appearance of some informal security guard service enterprises occupying the market, leading to the utter disorder of Security Guard Service Industry. And to make matters worse, the phenomena that some guards break laws, commit a crime or infringe legal rights and interests of the public occur from time to time, which makes us quite confused whether the current security guard management system is reasonable and proper and whether relevant government departments effectively execute their management to Security Service Industry. Although Security Service Management Regulation does solve some legal problems in Security Service Industry, it is unable to solve all. As the main responsible sector to Security Service Industry, not only is Public Security Bureau in an urgent need to study how to strengthen its management to supply optimum service, but also it should enhance its marketization, legalization and standardization.In the paper, further study, analysis and evaluation, combined with the relevant laws and regulations as well as the related theories, are made on the problem of the current situation and supervision mode of Guangzhou Security Service Industry Management, starting from the working practice at grass-roots in security management and micro management strategies as well as specific measures of management reform and adopting various research methods, such as the literature methods and comparative analyses methods, etcetera. Besides, some countermeasures are put forward to further improve the management system of Guangzhou Security Service Industry. Not only is the research more guidable, operational and practical, but also it breaks through the bottlenecks of the current security industry management and improves the efficiency and level of management. The writer expects that this paper can be highly referred to establishing and improving this system and bring some enlightenments for the improvement and perfection of the current Security Service Industry.The author in this paper takes many aspects into consideration. Based on the supervision mechanism of some developed countries and the research results of domestic and foreign experts and scholars and combined with deep study and exploration from his own working practice and Guangzhou current situation, the writer strongly holds the belief that it is quite advisable and necessary for Public Security Bureau to be mainly responsible for the management and supervision of Security Service Industry. Besides, to solve the problems in Guangzhou Security Service Industry Management, it is in urgent need for the government to change its concepts. On the one hand, not only should the government follow the normal operational rules of market economy and abandon its long-formed and old systems and modes---the mixture of the functions of the government and enterprises, but it also should enhance its power in supervision, promote the deregulation reform in security enterprises and establish joint conference system. On the other hand, security picket team should be set up, ensuring the sound development of every aspect in Security Service Industry Management, including strengthening the entry procedures of this industry, enforcing the laws and the checkups and corrective actions strictly and enhancing the coordination and self-discipline function of the security industry associations, etcetera.
