To recognize the roles of community service is a precondition and fundament for implementing its functions. The community services have been built in80s and90s, since then, its role has been found to be unclear. Legally, the roles are defined as a public self-manage group. For example, the public are expected to teach, manage, serve themselves; however, actually, its practical roles are more complicated than this.From a Nationwide perspective, the community service of some local areas are greatly administered by local government while others are administered by both government and civilians or neither government nor civilians. Only a few local areas are trying to explore and try to realize its role in regulation. Unclear division of community service can cause the failure to implement its function and the interference of the local government. As a result, the community service is not able to respond to the local public effectively.This essay targets at city community services in Shaan Xi Province and defines the expected functions of city community service. Firstly, analyzes the practical roles of city community service in Shaan xi province, and then search for the reason why the role of community service is imbalanced. According to the theory of community service management, the basic theory, the original role, the legal role and the practical demand of community service are explored, the essay defines that the city community service is self-manage group. At last, In order to solve some issues on the community services such as not following the relevant regulation when dealing with daily affairs, interference from the local governments, not well-educated community service, and poor public awareness, we should consider how to separate community service from administrative affairs to enable the local government to authorize self-service system to the community services and ensure the functional role of the governments in this process.
