New Era Basic-level Government Administrative Efficiency Study

In administrative management, administrative efficiency has been a research focus and core, is the most important issue in government management by governments. Higher administrative efficiency is an important guarantee of social development and prosperity of the country. We introduced the concept of efficiency and to study from the1930s. So far we have made certain theory achievements in terms of efficiency related concepts, efficiency characteristics, classification of efficiency and effectiveness measurement methods. And we are applying theory to practice in the administration, the administration efficiency has been greatly improved and therefore. This paper summarizes the research status of administrative efficiency at first, and analyzes the relevant theories and concept of administrative efficiency. This paper sorts administrative efficiency according to its meaning and characteristics. The author believes that the administrative efficiency is the ratio between the administrative effects and the administrative cost which takes human, financial, and material, in short is an evaluation of the quality of administrative activities. Administrative efficiency has hierarchy, consistency and political characteristics, and can be divided into organizational efficiency and personal efficiency, economic efficiency and social efficiency. In assessing administrative efficiency, the paper judge the level of administrative efficiency from three points just like institutional setting and so on.The main object of study of this paper is township government administrative efficiency which is studied few. This paper studied the historical background and the reality background of the development of China’s rural and analyzed the issues and challenges of the township government to improve administrative efficiency. In the Zhuyi Town of Fengjie County of Chongqing I work for instance, combined with work experience, the problems of the township government administrative efficiency focus on four aspects which are ideas, institutional mechanisms, quality of personnel and administrative methods. Through the analysis of these questions, the author puts forward the corresponding countermeasures and suggestions to improve administrative efficiency. To insist on the thought of serving people, establishing efficiency concepts, making overall plans and take all factors into consideration. Government agencies should break through the traditional management government mode, scientifically define the government functions, decentralize power to basic level, establish and improve the assessment mechanism. Comprehensively improve the quality of basic administrative personnel. Leaders, mid-level workers and generally workers should improve its capacity through combination of work. To improve administrative efficiency the government should develop programs with the actual characteristics of local conditions, must not blindly copy the results of the experience of others. At last, reform and innovation is an effective way to improve administrative efficiency, establishing a sense of reform and innovation, improving mechanisms for encouraging innovation, and using modern tools and techniques are available to overcome the problem of the township government to improve administrative efficiency.
