Based On The Ability To Govern Western Local Government Administrative Costs

Our country is one of the highest administrative cost countries in the world, the administrative cost of the western local government also has been high, to control and reduce administrative cost reflects the degree of strength of government's ruling ability. 16th National Party Congress report firstly proposed that advance administrative efficiency and reduce administrative cost,the central authorities have realized the severity of the administrative cost, which can be said that it is the breakthrough for the reform of the administrative system.Local government is the main leader of Chinese socialist modernization construction, it play a vital role of building a socialist harmonious society, and the local government's leadership is a reflection of its ruling ability.Under such a background,the Fourth Plenum of the 16th proposed to strengthen the Party's ruling ability,as the main leader of socialist construction,the government also needs to strengthen its ruling ability,which is basic requirement of inaugurating a new phase of Chinese characteristic socialism cause.To effectively control and reduce administrative cost,which can increase the efficiency of government expenditure, to improve the government's administrative efficiency, which means the promotion of the government's ruling ability.Based on the above analysis,This article embarks from the western local government, take Shaanxi Province as the example,through thorough analysis of connotation and characteristic of administrative cost and local government's ruling ability,and relations between them,take Shaanxi's,Fujian's and Shanxi's statistical data as base data,by using empirical analysis and contrastive analysis to try to find the problem of western local government's administrative cost,and aimed at reducing administrative costs,to put forward my own views on improving western local government's ruling ability.The article is divided into seven parts.The first part is the introduction, it mainly summarizes the present domestic and abroad backgrounds as well as the researchful status, and elaborates concrete researchful thoughts and methods of this article.The second part analyzes the meaning and classification of the administrative cost,the meaning of local government an ruling ability in detail,further expounds the relations between the administrative costs and local government's ruling ability.The third part reviewed some related theories of administrative cost and government's ruling ability,including new public administration cost theory,cost effective theory and government's ability and so on.The fourth part has analyzed the western local authority's particularity as well as administration cost's affections,through the analysis of the western local authority's historical evolution as well as own characteristics,to find adverse affections of the western local government's administration cost,and carries on the simple analysis to them.Based on the country and the provincial statistical data,the fifth part carries on the empirical analysis to the western local authority's administrative cost.Here select Shaanxi, Fujian and Shanxi as the representatives of the western, eastern and central regions,firstly is the longitudinal analysis in the history of the western local government administrative cost,followed by the overall comparison of the eastern, central and western regions's administrative costs and the individual comparison of three provinces,finally is the the actual running performance of Shaanxi Province's administrative cost.The sixth part is based on the analysis conclusion of previous part,it explores the reasons to the unreasonable phenomenon which exists on Shaanxi as well as the western local government's administrative cost,mainly from the ideological concept, the administrative structure, the local budget system, the administrative cost appraisal as well as the decision error and the corruption and so on.The seventh part starts from that reducing administrative cost is the objective demand on promoting the government's ruling ability,combines relations between administrative cost and ruling ability,to explore that how to reduce administrative cost and promote the western local government's ruling ability,and this is also the sublime part in the article.
