Based from the perspective of building a harmonious doctor-patient relationship, we firstly introduces in this paper the research background and significance, research content and methods, the necessity and importance of establishing harmonious doctor-patient relationship, and the connotation, characteristics and manifestation of doctor-patient relationship. Secondly, through summarizing and analyzing the result of a patient satisfaction survey conducted in a hospital, we present medical service problems existed for the time being. Next, we elaborate the major factor we believe contributing to the tense doctor-patient relationship, which is the lack of government responsibility. The lack in government obligation mainly includes the insufficient governmental funding of health-related field, the unsound current health care system, lack of government function and so on. After introducing governmental operation in heath-care related field in foreign countries as well as its enlightenment for us, we stress to analyze countermeasures our government ought to take so as to construct harmonious doctor-patient relationship. These governmental countermeasures ought to include the following:to strengthen the function of the government, build multi-level health care security system of universal coverage, establish policy ensuring fair and effective medical insurance coverage, reform the existing health care system as soon as possible so as to solve the contradiction between supply and demand of health care service, set up triage system to ensure fair health care service and implement two-way referral, encourage doctors to practice at multiple health care service locations, reduce cost for medical service, give full play to third party mediation mechanism, establish a complete national credit system, strengthen humanity education of medical students, establish strict appraisal system for doctors, correctly guide the media and public opinion towards active promotion and spread of positive energy. As long as the aforementioned countermeasures has been taken by our government effectively, current problems of medical dispute as well as doctor-patient contradiction will be resolved fundamentally and it will surely speed up the process of building a harmonious doctor-patient relationship.
