Particularlythe increasing tensions of the doctor-patient relationship in China in recent years, increasingof medical disputes, and even some event became to doctor-patient contradiction, lead toviolent conflict. The doctor-patient relationship, which is formed in medical practice betweenpatients, their families and personnel of medical units, has become one of the hot issues of theconcerns of the current community. Tension of the doctor-patient relationship has seriouslyaffected the construction of a harmonious society. Constructing harmonious doctor-patientrelationship, becomes a serious issue for the whole society concern, must fully understand theimportance and urgency of building a harmonious doctor-patient relationship.After years of medical system reform, medical institutions had made remarkableachievements in construction of system and mechanism. Management has changed. Somehospitals are trying open management, establish of communication and monitoringmechanism between doctor and patient, and have achieved some success. However, variousattempts do not resolve tense issues of the doctor-patient relationship. Relevant governmentdepartments and researchers sustained attention and interpretation from various aspects, madethe corresponding responses. Medical and health issues are important to people’s livelihoodand social issues, traditionally attach by the Party Central Committee and the State Council asgreat importance. In view of this, this article studies and analysis the issue of government responsibilities of the doctor-patient relationshipto making policy recommendations.At the first part of this article through definition of the physician-patient relationship,make interpretation of connotation of doctor-patient relationship in both general and specialaspects. Viewing from practice, harmonious doctor-patient relationship will directly affect theeffect of medical activity. By analyzing the material, the doctor-patient relationship is notoptimistic in recent years, communication and trust between doctors and patients becameurgently problem need to solve, form a different crisis of confidence between the merchantand the consumer. The root of the crisis was caused by suspicion and misunderstanding ofasymmetric information between doctors and patients. Starting from the current situation ofdoctor-patient relationship, this article summarizes the characteristics of the doctor-patientrelationship such as indirect, technology, commercialization, pluralism etc. There are manyfeatures which caused by the root reason and factors.Second part analysis these characteristics of doctor-patient relationship, policy factors inthe core at situation of no better alleviate contradictions of both sides and affected bymultifaceted factors. Performance: Government financial inputs on health is seriousinsufficient, unbalance between medical economic compensation mechanism and healthprotection development, unreasonable basic health configuration, difficult to meet patientsneeds; Serious lag of medical guarantees system, unperfected basic society medical healthsystem; Weak macro regulatory led to unreasonable medicine pricing mechanism, highlightphenomenon of virtual high drug price; Unperfected processing mechanism of medicaldisputes, lag of regulations construction for specification and oversight medical health serviceand so on. These are just some factors that affect the doctor-patient relationship, which causesreflects the factors inseparable with the current treatment of medical education, legal system,health care system. Therefore, we can summarize the characteristics of policy factors fromboth social and medical staff. In overall harmony, performance of the doctor-patientdisharmony relationship is diversified, which also include over pursuit of economic efficiencyof hospitals.The third Part of this article proposed to solve disharmony doctor-patient relations, thekey point is to establish Government-oriented, fully market-oriented, competitive health care system. The Party and the Government has always pay much attention to establish andmaintain of a harmonious doctor-patient relationship, and made a great deal effort. Draw onthe sophisticated experience of mature area, increase the intensity of supervision, strengthenthe Government responsibility, establish more comprehensive medical system, graduallycoordinate the doctor-patient relationship into the legal system, and actively build upoptimization mechanism of adjust and balance benefits between doctors and patients duringsocial transition time. The Government is duty-bound to do that.
