With the accelerated process of China’s aging population, the traditional home care and few national pension centers has been not efficient to meet the growing demand for services. Then urgent social needs force us to solve the pension problems in an aging society. Private pension institutions plays an important role in solving the problems of aging as an important social force. However, there is more than one problem existing in those private pension institutions in the process of development arising from either their own or the government. In this paper, the author tries to present some suggestions on approaching the pension problems through analyzing the various issues in the healthy development among private pension institutions from the perspective of the government and referring by referring to some advanced experience of some western countries.The author analyzes the present situation and problems existing in private pension institutions and puts forward some suggestions accordingly, with using the documentation and comparative analysis, case analysis, empirical analysis and some other research methods. The main content of this thesis is divided into five parts as follows. The first part is the introduction which mainly elaborated the background, research significance, research status both at home and abroad, the research ideas and research methods. The second part mainly introduces the difficulties and problems in private pension institutions during the development. The third part analyzes the reasons related to the government for the struggling developing of private pension institutions. The fourth part lists some successful experience in the Japanese, U.S., Hong Kong and other regions in terms of pension institutions which has provided various references for this paper. The fifth part is the key part of this paper which presents suggestions in addressing the healthy development of private pension institutions.The innovation of this paper lies in the analysis of existing problems in private pension institutions in term of the government and also presents more rational solutions to the various problems through referring to some outstanding achievements of more developed countries and regions.
