Winning the battle against poverty is of great significance to the completion of the Xiaokang in all respects and the realization of the two centenary goals.The Minimum Living Standard Security System(hereinafter referred to as the minimum living standard security system)plays an important role in poverty alleviation.Poverty Alleviation is a tough battle.The more the last moment comes,the more arduous and burdensome the task is,the more we need to focus on strength,resources,unity of will,go all out.Area a is one of the state-level new area of the People’s Republic of China,with relatively complete infrastructure,relatively strong Base and sufficient funds for social assistance.Considerable results have been achieved in the implementation and development of the rural minimum living standard guarantee and the alleviation of poverty in this area,related work has also been constantly innovating and improving,walking in the front rank of the whole province and even the whole country.With the improvement of the People’s material living standard,the improvement of the standard of subsistence allowance,and the enrichment of the relief methods and contents,the problems of the rural minimum living security are becoming more and more obvious.Based on the reality of area A,this paper takes the rural minimum living security work as the research object,and uses various research methods such as literature research,Comparative Research,Data Analysis,etc.,it is pointed out that there are still some problems such as difficult to identify objects,difficult to calculate income,multiple management departments,irregular file management and difficult to withdraw the minimum living allowance.At the same time,it puts forward targeted suggestions from aspects of strengthening the management of the subsistence allowance,optimizing the implementation method of the subsistence allowance,and strengthening the construction of the relevant system of the subsistence allowance,with a view to improving the capacity of the staff,involving broad participation in the allocation of social resources,guiding third institutions to optimize their services and regulating relevant management,opening up a new situation of minimum living guarantee in rural areas with the government as the core,social organizations and the people as the important participating forces,and guaranteeing the realization of citizens’rights to subsistence and even development in terms of the process and results,we will promote the healthy and long-term development of work related to minimum living standards in rural areas and take more effective measures to combat poverty.
