In1999ISDR, U.N raised that one of the three strategies for building a safer world in21st century would be attaching importance to establishing communities having strong disaster-response ability rather than stressing governments’ actions. Currently, community disaster mitigation has become a hot issue in the field of contemporary society management and emergency management. As the subject, whether the public widely participating in the process of community’s disaster mitigation is effective, is affected by many factors. This research explores the strategy for community disaster mitigation based on public’s risk perception.This paper constructs the model of public risk perception-coping behavior, based on the background of community disaster mitigation and risk perception. Taking fog and haze as the empirical research base, this research according to the questionnaire conducted with the public of Tianjin Binhai new area PingYangLi community, investigates the base condition of the public, the characteristics of risk perception, the factors that affect public’s risk perception, the changes of psychological conditions and coping behavior in front of the fog and haze disaster. Use structural equation model testing the research hypothesis, this paper arrives at the corresponding conclusion:(1) The lower sense of familiarity and controllability for risk events, more easily lead to the higher level of risk perception.(2) The factors reflecting the serious consequence of disaster is positively related to the level of public’s risk perception.(3) The government instigating disaster mitigation strategy is negatively related to the level of public’s risk perception.(4) The level of public’s risk perception is positively related to the coping behavior.(5) The level of public’s risk perception is negatively related to the level of psychological health.(6) The level of public’s risk perception is negatively related to the negative coping behaviors. Finally, according to the theory and practical analysis, this paper puts forward the strategy for community disaster mitigation from four aspects of the public, government, media and the community.
