The international disaster reduction,2001, raised that “develop the mitigation strategies with the community as the core”, in 2005, the United Nations conference on disaster reduction, put forward “in all class community, especially in community to set up the mechanism of disaster prevention and mitigation and improve the ability of disaster prevention”, strengthen community disaster risk management has become the main trend of international disaster reduction,experience has shown that community disaster mitigation is an effective method to control and reduce the risk, At the same time also can ensure the sustainable development.Based on the theory of polycentric governance, public crisis management, the ladder theory of public participation, to construct the theoretical framework of public participation in the urban community mitigation, define the participant of the urban community mitigation, and defined the content, method,effect and evaluation of public participation in the urban community disaster mitigation. In the study chose three communities in Lanzhou, investigate the situation of public participation in the community disaster mitigation, around the main content of public participation in community disaster mitigation, the willingness of participation, the way of participation and obstacles to design the questionnaire and Conducted in-depth interviews. Using SPSS statistical software to analysis the general description research, to compare the different between three community about the behavior,willingness and behavior attitude, and analysis of the relationship between the age, gender, level of education, how long lived in community and the situation of the disaster reduction, intend to summarize the problem of public participation in the urban community disaster mitigation. For this series of problems, we puts forward relevant suggestions from System, cultivate ability of the public to participate in disaster reduction, breeding community disaster mitigation culture, establishing the urban community partnerships and so on.
