The degree of severity and frequency of hazards is increasing these years. For facethe emergencies that in relation to the country and the people’s life and property safety,the government information disclosure is that we have to think about, which is a bigchallenge to the government emergency management.And it also further highlights thepublic value of the government information. From November1,2007implementationof the "Emergency Response Law" and from May1,2008implementation of the"Regulations on Open Government Information" are the relevant emergencies importantlaws and regulations for our country. which provides legal protection to the unexpectedevent information disclosure, and also promoted the development of the practiceHowever, our emergencies government information disclosure system itself is notperfect, there are many urgent need for improvement in practice the operational level.For this reason, to research government information disclosure system seem verytheoretical and practical significance.In this paper, it combined with "1122" East after Sinopec yellow oil pipeline leakexplosion of government information disclosure instance, analysis of the current lack ofpublic emergency in the government information disclosure system, drawing the UnitedStates and Japan, excellent experiences in this regard, and proposed Countermeasures toimprove public emergency government information disclosure system.
