In recent decades, during western government reform process, performance management had been considered as successful experience, the government had learn a lot of lessons from it. In government reengineering, reforming, allocating responsibility and assessment of the government, the performance management became efficient political tool of western countries. Now, the United States and British-led western countries have accumulated rich experience in performance management, obtained certain achievement, and formed a suit of mature theories and methods. Now with the fast development of China economy, the depth of the social change, the rising democratization of politics, the growing of people’s democratic appeals, the according reform of administrative system is inevitable. Our government is working hard on improving the work efficiency and results, building service-oriented, responsible and highly efficient government. As a very important part of deliberative democracy, democratic parties are vital part of China political reform. Since the implementation of Civil Service Law in2006, The staff of democratic parties incorporated in civil service, management by the native system. To improve the work efficiency, regions of democratic parties draw up series of measures. There still have serious shortcomings, especially in practice of management innovation and theoretical research. How to rationally scrutinize the management situation, to foster a performance management system to fit democratic parties is an ongoing topic of research. The paper follows the performance management principle, reviewing the research of performance management, bases on documents research and interview on the spot. The paper takes X province committee of the China democratic league as a case to parse its performance management system. Based on objective description of X province committee of the China democratic league performance management and in-depth interviews with the people who work there diagnose problems in management system, analyze reason and give solution.
