Urban Grass-roots Social Management Innovation

The report of The Eighteenth National Congress of CPC puts forward the economic construction,political construction,cultural construction,social construction and ecological civilization construction "five in one" of the total layout,demanding more security and improvement of people’s livelihood,and innovations of social management. The report also points out that to strengthen social management innovation,it is necessary to improve the level of social scientific management and the way of government’s public service,to strengthen the construction of grassroots social management and service system. As one of the first open coastal cities in China,Guangzhou city’s construction and social management has made great achievements,and the advancement of civil society has been accelerated,meanwhile,Yuexiu District,among which is the experiment plot in deepen innovation of social management. Under such a background,to summarize and reflect on the problems and defects existing in the urban grassroots social management,and to learn from the experiences of the current urban grass-roots social management innovation is of great theoretical value and practical significance,either in building Chinese characteristics civil society,or in establishing a practical urban grassroots social management mode.Combining with the masses’ requirement of the urban grass-roots social management innovation,this paper chose Yuexiu District as the research object,adopting literature research and case study to conduct the research of the innovation of urban grass-roots social management. This paper firstly analyzes the relevant theoretical principles of the research;reviews the whole developing process of the versatile,limited and service-oriented government;defines the concepts of grass-roots society,public services and social management innovation;Then analyzes on the case of Yuexiu district,the experiment plot in deepen innovation of social management,poll an Investigation of the citizens’ evaluations of the current social management services,and summarizes the experience and lessons,points out the current problems that still exist of yuexiu district social management,such as improper service recipient,unsuccessful management system,shortage of staff members,imperfection of the funding ensuring mechanism and so on. Finally,uses the experiences of the urban grass-roots social management at home and abroad for reference,combines with the next phase of the situation facing the yuexiu district to strengthen social management and innovation,processes from the system and mechanism,organization structure,management,puts forward to further strengthen social management and innovation in yuexiu district of the implementation of the scheme.
