In the process of ruling a country by law, level of lawyers’ development is a significant criteria to measure the level of national nomocracy. As the carriers of the legal profession, the law firms take the heavy responsibility of providing effective legal services for the development of Chinese economy, politics and society. In pace with continuously thorough reform and opening, the law firms’ management system consisting of the external management of Justice Department, the autonomous management of bar association and the internal management of law firms forms gradually. Guangzhou is one of the forefronts of Chinese reform and opening, its legal profession has a constantly remarkable development under this model. However, with Chinese economy development remaining plane, whose growth increases slightly, the legal profession in Guangzhou faces the situation of sluggish growth and lack of development potential. On the one hand, the internal management mode of Cantonese legal profession is out-of-date, hindering its large-scale, professional, international and branding development. On the other hand, resulting from many-sides problems such as feeblish guidance from justice Department and bar association, the development of Cantonese law firms cannot adapt to the demand of market in the new period.In the Eighteen party Fourth Plenary Session, the decision on a number of important issues in relation to comprehensively promoting governing the country by law was issued, which demands Cantonese legal profession more. Meantime, the developing requirement of “the Belt and Road”national strategy is opportunity as well as challenge for the development of Cantonese law firms.Therefore, in this essay, public governance will be taken as a theoretical perspective, the practical reality of the management system of Chinese law firms and Cantonese law firms will be analyzed to find the management system problems that the development of Cantonese law firms will be conditioned by law firms, Justice Department and bar association. In additional, drawing on the experiences of management system of overseas advanced law firms and organization of international law firms, utilizing public governance theory and combining Cantonese law firms to the reality demands of administering a country according to law and “the Belt and the Road”,two suggestions about innovating management of Justice Department, bar association and law firms will be issued. First, the self-management of law firms should be innovated from its organization, system and professional administration. Moreover, by improving external management function of Justice Department and bar association, strengthening the propagandaof governing a country according to law, promoting integration and international business of law firms and adjusting its heavy tax, beneficial measures of firms’ development should be taken. It makes contributions to promoting the development of lawyers’ career, comprehensively implementing governing a country according to law and establishing of Socialist Rule of Law.
