The Comparative Study On Strategic Policy Of Pakistan And India In Afghanistan’s State Reconstruction

As the United States announced that it would withdraw from Afghanistan in2014, because of Afghanistan’s geopolitical significance,interested countries would face the vacuum that is produced by United States’withdrawal,and would launch a new round of competition. India and Pakistan are South Asia’s most influential countries.In the history, both of them competed with each other. For the two countries,Afghanistan has different strategic significance. For Pakistan, Afghanistan has the meaning of "strategic depth" against India; For India, Afghanistan has squeezed Pakistan’s strategic space, and strategically associated with central Asia. Therefore, for the two countries, taking part in the reconstruction of Afghanistan is inevitable. In a sense, India’s Afghanistan reconstruction policy is one part of its policies against Pakistan,Similarly, Pakistan’s Afghanistan reconstruction policy is either a considering on India.Firstly, this paper reviews the background of Afghanistan reconstruction, and makes sense that the concepts of "reconstruction","Afghanistan reconstruction".On this base,combing the current situation of Afghanistan reconstruction, the paper makes a brief evaluation on it. Besides,because India and Pakistan policies in Afghanistan reconstruction are different,in order to analyze the concrete policies,influential factors and influences, this paper intend to make a comparative study from the aspects of politics, economy, safety, soft power. However,the influential factors of the policies of India and Pakistan have common and branch points. On one side, the need of security and stability makes the two countries involve in Afghanistan reconstruction.On the other hand,because of the different strategies, there is a branch point in influential factors of reconstruction policy,which is the reason why this two countries compete with each other.As the United States’withdrawal from Afghanistan, the policies of India and Pakistan’s Afghanistan reconstruction will make corresponding adjustments.In the absence of the American-led reconstruction process, India and Pakistan will face both opportunities and challenges.From this level, there is a possibility for India and Pakistan to cooperate, however,from a view of strategic point, competition will be more than cooperation between the two countries in the future. Finally, in terms of the impact of India and Pakistan’s reconstruction policies,the policies will either affect the results of Afghanistan reconstruction,or impact on surrounding countries’participating in the reconstruction of Afghanistan.
