A Research On Problems And Countermeasures In The Implementation Of The Public Service Function Of District Government

Urban public service supply is the practice that the city government uses public power and limited public resource to provide a variety of physical and immaterial forms of public goods,in order to respond to social public demand and maintain the public interest. With the level of urban economic development continues to improve, the public demand for public services presents a multilevel, diversified and personalized features. In the crucial period of building a moderately prosperous society in an all-round way and reform and opening-up, the city is facing the contradiction between the demand for public services which grows rapidly and overall and the lack of public service supply,and the structural imbalances in the supply of urban public services,in addition,inadequate supply of public services is coexisting with excess supply.The Third Plenary Session of the 18th Central Committee of the Communist Party of China pointed out that China will promote the system innovation in social field and equalization of basic public services,strengthen the responsibilities of the local government,such as social management and public services.District government is the basic level political organization which maintains close contact with the city residents and should have a high degree of sensitivity and responsiveness for the people’s needs and preferences.It represents the state and carries out work directly to the public.Its important function is to provide people with adequate, high-quality public services.Quality public services, a good investment environment and the relaxed policy atmosphere are not only important factors to attract investors and high-quality talents, but also important parts of the city’s comprehensive competitiveness.Therefore, how to perfect the district government’s ability of performing public service function and improve its level and efficiency of public services supply have a very important practical significance.Under the background of comprehensive deepening reform and promoting the national governance system and the governance capacity modernization,the paper discusses several problems in the performing of public service function of district government through on-the-spot investigation and visit,taking Xuanwu District of Nanjing as an example.According to relevant statistics, government documents, actual cases,the paper raises those problems via using methods,such as literature analysis, questionnaires, interviews, case comparison.It puts forward the problems from the following aspects:public service duties,the main part of public service supply,the total supply of public services and public participation.Then the paper analyses the causes of those problems.Finally,it proposes the ideas to perfect the implementing of public service function of district government which including changing the current government concept,the reform of administrative system,fostering diversified bodies of public service supply, division of routine power and financial power and government performance evaluation from special to general.
