The Seventeenth National Congress of the Communist Party of China stated an important partof the efforts to deepen China’s overall reform was to deepen our reform of administrative system,explore ways to establish greater departments with integrated functions so as to changinggovernment functions, optimizing the setup and raising efficiency. The second plenary session of the17th central committee of the Communist Party of China has worked out the Plan of Deepening theReform of Administrative System. The reports stressed that we shall further optimize thegovernment structure, and explore ways to establish greater departments with integrated functions.The First Session of the Eleventh National People’s Congress has reviewed and agreed the Plan ofReforming the State Council Organization, which means the formal beginning of establishing greaterdepartments. To establish greater departments is a major measure of promoting political restructuringto ensure its coordination with the economic restructuring, and also is the key part of acceleratingadministrative reform.As a unitary state, the resolutions and decisions can only be carried out effectively whenthe Central Government and the local government are integrated and effective connected. As theState Council finished the reform of greater department, it is important and imperative to acceleratesuch reform in local governments to be seamlessly linked with the central government. Since thesecond half of2008the local governments have step by step begun to establish an integrated,concise and effective organizational structure to satisfy the rapid growth of the socialist marketeconomy and social public service. This article aims at putting forward with advice on the reform ofgreater department in local governments by researching on the theory and practice of greaterdepartment structure. The main content is as following. The first part is introduction, which explainsdomestic and foreign study on the reform of greater department. The second part is about thepurposes, features and feasibility analysis of the reform of greater department on local governments.The third part describes the context of the reform of greater department from historical andcontemporary angle. It also introduces the progress and effects on the reform of greater departmentby provincial governments and some city governments. The fourth part collects and analyzes themajor issues and causes confronting the setup of Shuangyashan government. The fifth part putsforward with advice on the reform of greater department by Shuangyashan government. A majorpurpose of the reform is to build a service-oriented government, transformed from a governmentfocusing on economic development, and optimize the public service mechanism. A series ofmeasures are recommended on the plan of reforming the setup of Shuangyashan government. It’shoped that the suggestions could be beneficial to the reform of greater department by local governments.
