The Research On Local Government Big Departments Reform

Nowadays,our nation is vigorously promoting political reform,administrative reform is an important part of the political reform, which is of great importance to the development of the economy,the society and the level of public services.Domestic researchers and departments have studied the issue of “Big Departments” for a long time.The report of the 18 th National Congress shows that we should steadily advance the reform to establish larger government departments and improve division of functions among them. According to this disposition, in order to launch the process of institutional reform and function transformation, building the system of “big departments”, the State Council started a new reform of “big departments ”Later, the central government and the state council print and distribute <the Guidance of Local Government Institutional Reform and Function Transformation >,all the province and city also have similar guidance to launch the process of “big department reform”Under the background above-mentioned, Zibo city of Shandong province studied to determine the program of institutional reform and function transformation in august,2014, and started this work in september 2014. Up to now, the task of Zibo’s institutional reform and function transformation has almost been completed. This article takes the reform of Zibo as an example, combining the claim of State Council for “big department reform” of local government, to analysis the achievements, problems and improvements and make a revelation for future local government institutional reform. This article has seven parts: the first part is about the background, significance,research ideas, research methods, research status and the main idea, innovation of this article. The second part is about some theories of “big department reform”. The third part is about the practice and effect of “big department reform”. The fourth part is about the situation of Zibo’s institutional reform in recent years, the situation of the “big department reform” in 2014.The fifth part researches and presents the problem and reason of general for “big department reform” of local government.The sixth part shows the experience of foreign “big department reform”.The last part gives some advices for “big department reform” of local government.
