Abstract/Summary:
With the rapid development of social economy in rural area, agriculture, rural areasand farmers are becoming the key elements in all work of our party and nation. Thegrowth of rural areas plays a critical role in building an affluent society. As twofundamental organizations, Committee of Communist Party Branch and the Committeeof Villagers in rural areas (short as “Two Committees” below) take great responsibilityto promote the rural social economy and practice state policies. Whether basicorganizations of rural areas can proceed harmoniously is closely related to the result inbuilding the rural areas. Problems and contradictions, however, stand out gradually inthe practice of rural self-governing practice, especially the problems involving the rightof policy-making and management of “Two Committees” in rural areas, causing greatimpact upon the development and stability.This paper attempts to study the relation between Two Committees in socialadministration in current rural areas, paying much attention to the real figure, presentsituation and the causes for that, and solutions in this context. Except a few problems,such as the utilization of absolute power of Party Branch and the Committee ofVillagers, but in general, the relation between Two Committees is concordant. Thefollowings might be the rough explanations to the above-mentioned problems: theinternal impact in dual-power structure, the interference and mistreatment from theupper Party Organizations and Administrative sections, poor qualities of the membersof the committees, the limit of economic level, and local culture and traditional ideas,and other reasons of this sort. To solve these problems, we may take these steps: toregulate power operating, to rationalize the relations between the Two Committees, toimprove the qualities of the members in the committees, to rationalize the relationsbetween the upper Party Branch and Committee of Villagers, to strengthen supervisionand so on and so forth.
