Researches Of The Construction Of Rural "Two Committees" Under The Background Of Rural Revitalization

The implementation of the strategy of rural revitalization is the general grasp of the “three rural” work in the new era established by the Nineteenth National Congress of the Communist Party of China,a major event and important matter for the development of the whole country at present and for a period,an essential requirement of socialist development,a major measure to promote the sharing of the fruits of reform and development and achieve common prosperity among Chinese,an important symbol of the superiority of the socialist system with Chinese characteristics and an important way to expand domestic demand and promote economic growth under the new normal of economic development.If we want to do a good job in rural revitalization,we should focus on the cadres of the “two Committees” in rural areas.They are the main force for the orderly implementation of various rural work and the key force for promoting rural revitalization and development.During the 14 th Five-Year Plan period,the relay of rural revitalization and targeted poverty alleviation became the focus of rural work.The key to the successful realization of rural revitalization lies in people,and it is necessary to build a large high-quality cadre team of rural “two Committees”.In this paper,using the human capital theory,and the theory of competency related theoretical knowledge of public management,the author carry out the work of grass-roots organizations in L county experience,through the literature survey method,field interviews,questionnaire survey and other research methods,combed the revitalization of rural area,rural cadre team construction of the “two Committees” of the basic concepts and related theories.Through consulting a large number of literature,designing questionnaires and conducting field interviews,it is found that there are some problems in the construction of “two Committees”,such as low level of policy theory,ineffective implementation of work,insufficient innovation ability,outdated working ideas,unreasonable team structure,etc.The main reasons include imperfect selection and employment mechanism,imperfect supervision system,low political treatment,parochial thoughts,etc.Finally,the following countermeasures and suggestions are put forward on how to further promote the rural cadres of “two Committees” under the background of the implementation of the rural revitalization strategy: To build relatively mature mechanism of selection,well-train,and management and assessment for rural “two Committees”,standardizing the political behavior of“two Committees”,improving the incentive and guarantee mechanism,improving the external environment and stimulating endogenous motivation.
