In the situation of environment stress and resource shortage, China is in sore need for generalizing the idea of circular economic, transforming economic growth mode, disposing waste reasonably, and reducing the stress in end treatment. Consequently, implementing Extended Producer Responsibility Regime, and developing circular economic can help to overcome energy resources shortage, solve the issue of environment pollution, and coincide with the needs to construct resource-saving and environment-friendly society. Besides, it’s necessary to do it to realize the transformation of economic growth mode, insure China’s ecological security, and reach the requirement of social sustainable development. Currently, there are several barriers in the implement of Extended Producer Responsibility Regime:barrier of ideology; barrier of legal system; barrier of liability regime; barrier of fund source; barrier of public administration, etc. All these barriers affect China’s construction of circular society, and ecological civilization. Therefore, analyze of barriers, raising relative solving strategies, and optimization suggestion, play a significant role in implementing Extended Producer Responsibility Regime.This report discusses China’s Extended Producer Responsibility Regime in five sections: Section1:Basic theory of Extended Producer Responsibility Regime. This section gives a brief introduction of Extended Producer Responsibility Regime’s generating; definition; formation and development; and main content. Section2:Extended Producer Responsibility Regime’s investigation and evaluate in foreign countries. This section has investigation and evaluation of Extended Producer Responsibility Regime in German; Japan; U.S. Section3:Based on the current situation of China’s Extended Producer Responsibility Regime, giving an introduction of Extended Producer Responsibility Regime’s fundamentality legislation; special project legislation; and locality legislation, and then presenting the practical significance of Extended Producer Responsibility Regime. Section4:Barriers in implementing Extended Producer Responsibility Regime-barrier of ideology; barrier of legal system; barrier of liability regime; barrier of fund source; barrier of public administration, and reasons of those barriers. Section5: Solutions and suggestions for those barriers.
