| Based on the thinking of prominent social issues in all areas of the transformation ofChinese society, this study attempts to proceed from another important dimension ofmodernization——the refinement of the extensive social to investigate the problems in themarket and modernization transformation. The refinement society is based on scientificknowledge and technology, with simplification, rationalization and efficiency as its principle.Meanwhile, the social production, management and services need to be of a valid link, inorder to achieve the all-round development of the human and the society. As an important partof social life, social services are of a kind of activity or process, by the social organizations orindividuals providing materialized or non-materialized products for a person or other socialorganizations, to meet the social needs. To adapt to the refinement society, the refinementservices mean professional, standardized, detailed and thoughtful social services.This study takes the refinement society concepts and analysis framework as its basicfoundation and the medical services which is closely related to the human health as its symbolto investigate the refinement degree and relative situation in the medical field by the empiricalmethod. The study divide the social services into four parts——service principal, serviceobject, service content and service process to build the index system of refinement socialservices. By selecting the various medical departments, doctors, hospital nurses, and patientsin different fires class hospitals to probe, we have two types of hospital surveys data forcomparative statistical analysis. Studies have shown that the refinement degree of medicalservices in China is low and there are some differences between the services of the twodifferent first class hospitals. Normally, the refinement service in a higher level of hospital isbetter than the service in the lower-level hospitals. This can be seen in the following fouraspects: the right of the patients to know their conditions are inadequate, the comfort andconvenience needs during the service process can not be met. Poor communication betweendoctors and patients result in the patients’ lower satisfaction about the services. Theinstitutionalization management level of hospitals is not high and there exists the phenomenonof unreasonable system and random operation. The management in the higher level hospital ismuch more standardized. The two class hospitals have no obvious differences in terms ofmedical equipment, technical level and quality of medical personnel. In the service content and service process, excessive examination and shortage patrol are widely spread. Themedical service process is relatively simple and extensive. Because of the patients’ lacking oftrust on service level and quality of grass-roots hospitals, small hospitals and communityhospitals, this results in the excessive pressure on hospital and doctors which can be adversefor both the refinement service level and the quality and efficiency of medical services. Thehospital and medical services personnel pay more attention to the medical technique than thesocial care. This is mainly due to the too large outpatient pressure and the powerless statementof the medical staff.Medical services are highly-educated and high-tech service field, which are related to thelife health of patients, were undoubtedly the most in need of fine spirit. Indeed, the medicalrefinement level is higher than the other service areas.But compared with the construction requirements of refinement society, medical services inChina are still relatively extensive which can be found by the frequent medical dispute.For this reason, the reform of the health care system needs to start from the medicalseparation and rational allocation of health resources, improving the technical equipment andthe level of medical staff in the grass-roots hospitals, small hospitals and community hospitals.On this basis, the strengthening of medical ethics and alleviating the overcrowding of largehospitals are also essential in promoting the refinement development of health services. |
