Lao Tzu said:"Great undertakings have small beginning.""Refinement" is an advanceidea and this idea has had since ancient times in China. However, with the development ofsociety, China is experiencing the changing period from tradition to modernism. All kinds ofserious problems have arisen. The root of the problem lay in the conflict between extensivesocial mode of operation and the fine social division. Currently, the idea of refinement has setoff a boom in business management, and yet it did not receive widespread attention in otherareas of the society. Under the background of the development of China’s socialmodernization, this dissertation will introduce a new dimension of the modernstudy-refinement society-while talk about that how to realize the refinement in all aspectsduring the social operation, in order to build an assessment indicator system of refinementsociety.The institution plays an important role in promoting social development. During theconstruction of refinement society, institution becomes a factor which can not be ignored.From the perspective of the institution function, in this dissertation, I regard institution as atool that can mediate mankind and society. Therefore, I explore the refinement of societymainly from three parts, society, institution, human, respectively. And the part of society isdivided into three aspects, namely, political filed, economical field and culture field. I willillustrate how to achieve the refinement through these aspects.In this dissertation, social management theory is utilized as a starting point to discuss thepolitical realm of refinement society. In refinement society, the main social managers aregovernment, organizations for public benefit and citizens. Refinement of political sphere hasthe following characteristics: the streamline and efficient of government agencies and therefinement in the implementation possess; non-profit organization of activities targetedstandardization and quality of service; citizens to participate in the system of socialmanagement of a wide range of participation in environmental technology-based andparticipatory approaches. Agriculture, industry, services are the three major industries of thenational economy; agriculture is the foundation of economic development, social harmonyand stability. The fine performance of the agriculture is agricultural technicalization andagricultural industrialization; refinement in industry field mainly features mode of productiontechnicalization, production division of labor specialization, standardization of the productionprocess, etc; the refinement of social services is reflected in the service concept humane,quantitative service indicators in the service process, service means the science and technology and service quality standardization. In addition, technological innovation andrefinement of the economic field is closely related to the advanced level of technical andeconomic fields as well as the degree of social refinement, emerging a positive correlation.From the cultural field of view, knowledge plays a very important role in fine society. Thepopularization of knowledge is the basis of social refinement; specialized knowledge isbenefit to promote the refinement of the social division of labor; scientific knowledge is thetheoretical basis of social refinement. The institution is the permit for individual integratinginto society and the guarantee of social refinement. The refinement of the institution reflectsin the content of the institution as comprehensive and refined, reflects on the operation of theinstitution for standardization and operational institution design concepts embodies in thehumane and rational. The society is made up of individuals while the individual is the cell ofsociety. The personal and social development impacts each other. More exactly, the finedegree of human effects the fine degree of society. In refinement society, the intensecompetition among individuals and increasingly close relations of cooperation is the dynamicmechanism to promote the refinement of society. In addition, there is a close relation betweenfine society and occupation. Also, the refined people is professional. In fine society, theoccupation is not only means to earn a living, but also a stage for social members to realizetheir own value. Fine social members of society must not only master the professionalknowledge and skills, but also with the fine professional ethics, that is: everything excellence,attention to detail, effective management of time and dedication in work, with a spirit ofinnovation and teamwork.After discussion, the author believes that the current fine level of Chinese society in thefield of Technology-Economic is relatively higher than the degree of refinement in otherareas, they has lagged far behind the technology-the economic field. More importantly, thelarger gap is the root cause of emerging various social problems.Building a refinement society is an effective way to promote China’s modernization.Knowledge, technology, institutions and consciousness throughout various fields of society,therefore, to achieve the popularization of knowledge, technological innovation, strengthenthe institution construction and establish the concept of refinement is breakthrough in shapinga refinement society, we should firstly consider these four aspects for building the refinementsociety.As the pioneering task of social refinement of ideas, this study is only open on thetheoretical framework for a head, but is a bit too abstract at the beginning of more specificand in-depth work, study and research in the future may continue toand depends on activeparticipation and promotion of more scholars.
