The United States of America is a typical multicultural country. Since the 21st century, the trend of America's Multiculturalism has become more and more obvious. The population of the minority has increased very rapidly, so the proportion of the minority workers becomes bigger and bigger and the minority plays a more and more important role in the American society. However, all kinds of reasons, historical and current, make America's basic education of the minority not balanced, thus falling far behind the whites'basic education. Because of the importance of the minority's role,America pays more attention to enhancing the balance of minority basic education.America has made a series of policies to increase the development of minority's basic education. In this article, the writer lists some typical policies. such as AMERICA 2000:An Education Strategy made in 1991, No Child Left Behind Act made in 2002,Building on Results: A Blueprint for Strengthening The No Child Left Behind Act made in 2007. At the same time, a variety of schooling has been carried out to give more chances for the minority children to go to school, such as Magnet school, Charter school and Home school etc. These polices actually have enhanced the minority's basic education in America.By other'faults, wise men correct their own. China is also a country of multicultural nationalities with 56 peoples. So after analyzing the polices of enhancing the minority basic education in America, we can analyze the problems and inefficiency in the same field based in China, and put forward some suggestions to enhance the balance of minority basic education by learning the experience in the same field in America.In this article, the first chapter serves as an introduction, in which the background and significance, as well as the current situation both at home and abroad are introduced. The second chapter introduces the reasons why America's minority basic education developed so badly, including the historical reasons and the realistic reasons. The third chapter introduces the America's policies of promoting the minority basic education, mainly from the microcosmic perspective, the medial perspective and the macroscopically perspective. The fourth chapter brings forward several advice to improve our country's minority basic education on the basis of introducing America's policies to improve minority basic education.
