Basic education is the period that the large number of people involve in, and is the most important stage to implement the strategy of "science and education, human power". At present, the distances exit between provinces, cities, regions, cities, urban and rural areas as well. With the social progressing and economics improving, to configure the educational resources balanced between urban and rural become the top news. So as the status of the rational allocation of educational resources and strategies, analysis and balanced development of urban and rural education.As a general educators in the district of JiuYuan in Baotou, the author has finished such researches:literatures analysis, survey research, face-to-face interview. Finally, the author established a six-major-indicators Index system consist by investment in education, teacher qualifications and school conditions in three areas, covering operating expenses for compulsory education student budget, student budget public funds, student school building area, the value of student teaching equipment, the qualification rate of teachers, the proportion of full-time teachers. The author also finished the analysis the present situation of urban and rural educational resources and gave the strategies for further achieveI believe that a balanced allocation of educational resources to improve urban and ruralresponses are summarized as two aspects of hardware and software. First, take a variety of ways to push the balance of investment in education; The second is to create a variety of modes to achieve a balance of power teaching staff; Third is to use a variety of resources, balanced between urban and rural school conditionsand standards. Through the above three aspects work together to promote the role of Jiuyuan areas as soon as possible to achieve a balanced allocation of resources in urban and rural education contribute to modest.
