Promote equal compulsory education development has become a new education concept of strategic development in our country, this is because the compulsory education in our country in different regions, different groups of compulsory education is still the imbalances before, in this process, the urban and rural compulsory education equalization problem has a decisive role. However, at present our country rural compulsory education is still relatively weak, far cannot satisfy the needs of the development of rural economy. Since the period of "11th five-year plan","nine year compulsory education" crucial task comprehensively, in heilongjiang province compulsory education popularization made historic achievements:firstly, further perfect the compulsory education management system, to enhance the support capability of compulsory education funds; secondly, to vigorously promote the reform of the personnel system, improve the quality of teachers in compulsory education; finally, strengthen the construction of infrastructure at the stage of compulsory education in the province, so that the quality of the level of modernization and education compulsory education has been significant progress. So how to assess the degree of equal compulsory education in rural areas in heilongjiang province, how to carry out compulsory education equalization restriction factor analysis, the problem such as how to promote the equal compulsory education development in heilongjiang province to do research is necessary.Paper adopted literature study method, combining the empirical analysis and normative analysis, combining qualitative and quantitative methods, according to the theory of public goods and balance urban and rural development theory as the basic theory, through the analysis about the present situation of urban and rural compulsory education in heilongjiang province, using the coefficient of variation method and teil index analysis tool to measure the degree of equalization of urban and rural compulsory education in heilongjiang province and the reasons, and objectively reflect the urban and rural compulsory education in heilongjiang province in the fiscal funds, teacher difference configuration and infrastructure and so on, and for the rational allocation of compulsory education resources in heilongjiang province, to promote the equal compulsory education development, to protect the rural school-age children or adolescents receive compulsory education equality of rights, trying to form a fair education put forward the policy suggestion.
