The city league committee is the main administrator and the soccer association members take the major job part time, which led to the disordered ruling role. The key factor of leading city league to a famous game is advertising. The administrators lack league marketing which affects the advertising income and restrains the development of city league. The league admittance system is the guiding line to protect city league to develop healthily. But the system is not perfect which led to the level of clubs attending games is quite different and it’s hard to improve the game quality and affected people’s opinions to league.The thesis puts forwards some relative optimization strategies in order to solve the above problems, such as transforming the major administration body, building the umpire teams, improving the utilizing rate of ground in existence, popularizing city league actively, standardizing league admittance system and so on.At present the cities joining in the "Asian prospect" developing plan are Qing Dao, Wu Han, Nan Jing, Cheng Du and Zi Bo. Bei Jing and Guang Zhou will in the near future join in the plan aiming at expanding Chinese soccer population and improving Chinese soccer level. At that time the Asian soccer association will organize "Chinese city league", which will be the second Chinese soccer battlefield excluding professional league. The research on Qing Dao city league’s developing conditions and optimization strategies is not only beneficial to the development of Qing Dao soccer sports but also can offer beneficial conference to other cities.
