| Nowadays, in the backgrounds of the weak global economy, all countries positively explore the new growing point of the economy development in the future in order to break the economic deadlock, achieve the optimization and upgrading of industry. Developed countries like America and Japan put forward one after another that focusing on the development of the Strategic emerging industry structure in the future layout. In our country, the State Council formally released <Decision on Speeding up to Nurture and Develop Strategic Emerging Industry> in 2010. Then regional competition on the strategic emerging industry is opening the heavy curtain. It’s an important problem to look for and grasp the opportunities in the wave of global economic development which need to solve. After years of construction and accumulation, Anhui province gets into a newest stage of the scientific development and the comprehensive transformation. The prosperous of the strategic emerging industry has made encouraging progress. The development of the industry has deeper demands on the quantity and structure of talents. At the same time, the basic of the industry competition is the contest of talents. So it’s the first resource to ensure the development of the strategic emerging industry, and also is the key factor to enhance the transformation of the economic structure. Therefore, in order to take the advantage in the talents battle, it’s a major task to innovate-exploiting model in the process of talents development which given by science and talent strong province.The research on the strategic emerging industry’s talents and the development mechanism is so less in domestic and abroad. It’s very important to recognize the supply and demand situation of talent strategic emerging industry, hackle problems in the talents development procedure, analysis the cause of those problems. Building and implementing talent development mechanism also is significant to regional industry transformation and economic improvement. Thus, this paper is according to the research theme of the strategic emerging industry talent supply and demand and the development mechanism. Based on the research production of the strategic emerging industry, talents and talents development theory raised by scholars. We survey 16 cities in Anhui province by the way of interview and questionnaire investigation. We survey the total amount and structure of the strategic emerging industry talent, the demand quantity and structure of the present situation and the demand of the deep connotation. At the same time, we diagnose the major problems in the process of talents development based on the statistical results of the data, which is including the talents shortage problem, the talents loss problem, the talents introduction problem, the talents foster problem, the talents excitation problem. We also further analysis the inside and outside causes of these problems, like the traditional views on talent, the level of regional environment, the policy investment by the government, talent development mechanism of enterprises. In the end of this paper, we design the talent development mechanism in Anhui province on the basis of related research achievements. Moreover, we establish the target and principle of talents development and build the talents development frame which constructed by the government, enterprises, scientific research institutes and the talent market. We also put forward concrete suggestions from the development ideas, the introduction mechanism, the culture mechanism and the encouragement mechanism of talent. We hope it can provide intellectual support and talent security to the transformation and upgrading of the strategic emerging industry in Anhui province by the innovation of talent development model. |
