After entering the21st century, along with the growing strength of the economic, the continuing development of rural productivity and the maturing rural management, our country as a whole has entered a new stage of promoting agricultural development by industry, leading rural development by the city. In this new era, the Central committee has clearly stated that the construction of new socialist countryside is a major historic task in China’s modernization process and should be pushed steadily in accordance with the requirement of development of production, affluent life, civilization, clean and tidy village and democratic management. The farmers are the main body of the new rural construction, and its mixed-ability directly determines the pace of new rural construction."The core issue of the new rural construction is quality of the peasants, so only through bringing forward the development of rural education and strengthening the training can we cultivate high-qualified new-peasants, transfer the heavy population burden into the human resource superiority, and then cause the agriculture technology progress, political and cultural improvement full play." In December2005, the central committee and the State Council, in a document about the construction of new socialist rural area, stated that Improving the peasants’overall quality and cultivating the new-peasants that are well-educated, skilled and good at management is the urgent demand of the construction of new socialist rural area.With the deepening of the rural reform and the launching of the new rural construction, the training of the new-peasants has been a topic of an ear. Taizhou locates in the middle of Jiangsu province and its agricultural development level and education development is at the meaning level of the Jiangsu province. The empirical research of new-peasants’training of Taizhou can not only discover the current situation and the problem of Jiangsu province but also give service to perfection of the new-peasants’ training system and construction of new socialist rural area.With the theoretical and demonstration as its research methods, this paper gives a systemic illustration to the new-peasant’ training theory based on the human capital theory and the lifelong learning theory. Combining the primary data, we firstly introduce the history of the new-peasants’ training and current status, then analyzing the characteristics and existing problems for new-peasants training of Taizhou. It made a selective ranking according to the training results and effective factors with AHP, which will find final training model that has comparative advantage.From the paper, we can get results as below:the main training organization include government department and non--governmental institutions,then forming the mode of government-pushing, government with corporation pushing and market leading mode. The main content of the practical training include pratical and vocational skills primarily, the comprehensive management training services secondarily. The comprehensive evaluation system with economic benefit and training effects from the AHP suggests that government-pushing and government with corporation pushing mode have comparative advantage.The training content should be more diversely, planting and breeding class, processing, management, other agriculture-related professional training and the professional entrepreneurial skills in secondary and tertiary industries. The new peasants training model is not static, but also requires constant innovation, the mode selection method also requires constant optimization, in order to select the proper mode for the local new-peasants.
