Choosing school during the compulsory education is a realistic problem which causes the discontent of the public and felt helpness. It is a theoretical issues which draws widespread-attention from the educational researcher, and a policy issues which troubles the officers. It is important to the protect of the public right and to the social stability and harmonious. Recent twenty years, the government has frequently issued policies to governance the choosing school problem. How is the relation between the policies and the change of government function? How is the government function orientation? And how to improve the governance? These all the questions which this paper will to discuss.This thesis has two basic hypothesis:one is that choosing school during the compulsory education appeared in the reform of the education and reflected the competition in the market; the other one is that the intention of the policy is good and the change of the method is helpful to solve the problem.Based on the above, this paper analyses the recently twenty years policies by the text analysis method, and came to the conclusion.1. the government has pay more attention to the choosing school problem;2. the policies has issued by one institution to more institution which tells that the government-control is more powerful;3. the government tends to include the choosing school problem into collect money ignored the law;4. the change of the government’s attitude to the choosing school problem has positively relation to the change of the government function;5. the inappropriate method of governance could led to the bad effect.This thesis conduct the change of the government and choosing school during the compulsory education together. Putting the choosing school problem under the change of the times, with the new vision, applying the management、pedagogy and other disciplines together with text analysis, in order to give a new answer to the choosing school problem and to supply strategy of public govern.
