In recent years, the phenomenon of school choice has been becoming a focus issue among all walks of life in our country. Although our government pushes through compulsory education by the way of the nearby enrollment policy in order to entitle the majority of children to the compulsory education, the problem of school choice affect, even hinder the development of basic education. Meanwhile, it displays a series of educational problems, such as the insufficient quality education resources, less investment in education by the government as well as the slow development of non-government funded education. To solve these problems, the central government and local governments in most provinces have been promulgating a great deal of policies about forbidding the school choice since 1995. However, the school-choosing matter is not resolved ideally in the process of being implemented. Now it is becoming one of the most difficult problems in the stage of primary and secondary education. What’s worse, some negative effect derives from these policies like the educational rent-seeking, roaring trade in school district housing, prior admission class and so on. In light of the intensified phenomenon, we can’t help doubting if the policies are the best and how to make the feasible policies to prohibiting the school choice. Based on the analysis of school choice phenomenon and put forward suggestions and countermeasures relating to the school choice.This main body is divided into six parts. The first part is the introduction on the issue of school choice. The second part is about relative concepts and theories of the school choice. The third part comments on the educational policies dating back to the found of China which pays for the nowadays intensified phenomenon of school choice in a way and its difficult situations at present. The fourth part focuses on analyzing the hysteresis and inefficiency of school-choosing policies when they are carried out, which includes its subjective and objective reasons. The fifth part simply makes an introduction of recent public education in the developed countries, then it generalizes five main models of school-choosing policies which are influential and popular around the world. Finally, the sixth part proposes solutions to ease the school choice——to strengthen the construction of government functions to reinforce the schools’responsibility and to put forward the suggestions for the government to make the future school-choosing policies.
