Compulsory education is the basis for national education.It can improve the nation's qualities and develop the society and economics.Since the reform and opening-up,and especially the 21 st century,China's compulsory education has made great achievements with the development of our society and economics and the support from the central and local government.However,along with the popularity of nine-year compulsory education,the education gap has been broadened between regions,urban-rural areas and schools,which has also becomes an inescapable fact we need to deal with.At present,the contradiction between the demand for good education resources and the insufficient supply of them has become the main problem preventing the development of the compulsory education.In another word,the imbalance in the compulsory education development has become the biggest obstacle to develop our compulsory education.The third plenary session of the 18 th central committee of the CPC has pointed out that deepening comprehensive reform in the education field should be beneficial to justice and quality.The balanced development of compulsory education demonstrates the education justice,and has become the focus of the social concerns and the center of China's education reform.How to promote the balanced development of compulsory education is the important mission that all levels of government must face and strive to solve.it is still the inevitable choice to implement the strategy of ruling the country by law,promote social justice,and raise the quality of basic education significantly improve in order to promote the great "Chinese dream" come true.Using public goods and education justice as the basic theories,this research adopts documentation,empirical analysis and comparison as the research methods,and the balanced development of compulsory education in S city as the case,based on the literature and statistical annuals,to make a deeper research on the core of the balanced development of compulsory education—government functions.This paper,first of all,theoretically analyzes the functions adopted by government to promote the balanced development of compulsory education.It thinks that compulsory education is full of non-competitive and non-exclusive benefits of consumption,is a typical public good,and government is the subject of liability to supply this product.Educational equilibrium is an important way for the government to promote educational equity.The balance in compulsory education shows the education justice,so it is necessary and legal for the government to keep the balance in compulsory education.This paper gives a further analysis of the planning,guiding,intervening and regulating functions when governments developing the balance in compulsory education.What's more,through the analysis of the orientation of the functions of the government to promote the balanced development of compulsory education,the paper points that during this process,if the government at all levels can demarcate their functions scientifically,it can exert its comparative advantage and increase the balance in compulsory education to the best level,and it puts forward the function boundary problem of the city government to develop the compulsory education.Secondly,using balanced development of compulsory education in S city as a case,this paper analyzes the current situation of the government performance and summarizes the the specific effects which S government perform their duties in the aspects of school layout adjustment,school conditions improvement,high-quality educational resources to promote expansion,principals and teachers exchange rotation,school behavior and guarantee the equal right to education.The "offside" and "Absence" phenomenon and problems like insufficient investment in education,unavailable education facilities planning implementation,the uneven distribution of educational resources,lack of autonomy of school running which exist in performing the government functions have been pointed out,and the causes the government is not in place to perform their duties have been analyzed.It is considered that the main reasons leading to the poor performance of the government are the asymmetry of administrative rights and financial rights under the compulsory educational and financial system,the limitation of the government decision-making mechanism,the influence of the traditional concept of political achievements,the unsound education supervision mechanism and the function mode of all powerful government.Finally,borrowing the practice of foreign government in boosting education balance,and the good experience from the other regions at home,this paper puts forward the following optimization ideas and countermeasures of the balanced development of compulsory education in the process of government performing their duties: Scientifically defining the functions of the municipal government to promote the balanced development of compulsory education,transforming the government educational management function,expanding the autonomy of running a school,establishing scientific view of achievement,improving the evaluation system,improving and refining the safeguard mechanism of the compulsory education balanced development and constructing multivariate supervision evaluation mechanism,etc.From the view of balanced development of compulsory education within cities,this research focuses on observing and analyzing the current situation of the local government performance,the manifestation and reasons of failure to perform its function,and it proposes the thought and strategies to optimize the government function,especially at prefecture-level city.This paper,based on the following aspects: Scientifically defining the boundaries of government functions,transforming the functions of the government,expanding the autonomy of the school running,establishing a scientific concept of performance,improving the evaluation system,improving the relevant safeguard mechanisms,building a multiple evaluation mechanism deepens the strategic research in optimizing the prefecture-level city government function in balanced compulsory education,and enriches the theory of balanced development of compulsory education within cities,which helps to increase the scientificity,feasibility and effectiveness of the balanced development of compulsory education performed by prefecture-level city government.The empirical study shows that it is of certain reference value for the balanced development of the compulsory education in S city.
