Citizenship is the consciousness and ability that a qualified citizen must have be. Civic literacy refers to the citizens as a part of modern life, having some aspects in political, ideological, moral, cultural, psychological and other aspects to meet the requirements of social development.It is generally believed that civic literacy including four aspects such as:the value of ethics, the concept of citizen, citizen participation in civic knowledge and skills.Basic education must be strengthen citizen education, which is the objective requirement of the times, and one of the main goals of the curriculum reform. The discipline of history becoming the main position of citizen education for its own characteristics and properties. History teaching is not just about citizens’ideological and moral qualities, scientific and cultural qualities, political quality, legal quality, behavior quality, etc, but also associated with modern consciousness such as democracy, cooperation, environmental protection and soon.Historical materials teaching, as a special teaching methods to the discipline of history, has important practical implications in updating concepts of teaching, changing the teaching methods, stimulating students’interest in learning, improving the students’abilities, fostering students’scientific understanding. Historical materials teaching is highly prized by researchers and middle school history teachers. It is a worth studying topic by using historical material teaching in training students’civic literacy-and ability.This paper,with the concept of new curriculum reform and the specific requirements as a guide, and studying the historical material teaching in middle school history teaching combined with the students’civic literacy. Defining the basic concept and discussing the relation of history teaching and the citizen literacy. In this paper citing cases illustrate the positive significance of the historical teaching to develop students’civic literacy. However, historical material teaching is not the history teaching of all, Still we need to further research and exploration in how to embody subject attributes and educational target in historical education.
