Research On Government Support For Oversea Returnee Talents Starting Up Business

Overseas returnee talents are precious human resources for China. They have advanced thoughts and concepts with the international perspectives. They master the world class technology, meanwhile, they are very familiar with modern management systems. Returnees talents coming back and starting up their own business is actually the international flow of production elements such as talents, technology, capital and information, etc. Attracting returnee talents back is conducive to enhancing development concepts, improving capability of innovation, accelerating the pace of internationalization process, studying the advanced overseas experiences, optimizing the adjustment of economic structures, and promoting competitiveness. At the same time, the demonstration effect of the business leaders from the returnees will further promote the assembling of overseas high-level talents and enhance the competitiveness of talents. Consequently, attracting returnees back and starting up business plays a significant role in scientific and technological innovation, talent assembling, and economic development. This article studies and analyzes the experiences and inadequacy of support from the developed countries in the world to returnees back for business by interviews, questionnaire survey, literature research and statistical data analysis. It analyzes the relation between returnees’ startup business and government support and summaries experiences of government support on startup of returnees. Taking the Changzhou Wujin Hi-tech industrial zone as an example, this article thoroughly analyzes the history background, development status and important contribution of the government support to returnees’startup business as well as the shortcomings and problems which form the basis of suggestions put forward by the author on government support on startup business of returnees.This article consists of six parts. The first chapter elaborates the macroscopic background of returnee talents back for startup business and give the definition on returnees talent, startup business and other related concepts. It summarizes the literatures both home and abroad related to startup and returnees’ startup business, clarifies the research train of thought and contents and puts forward the main point and innovative point of this article, how to support the successful startup business of returnees from the government. The second chapter mainly expounds the theoretical basis of this paper which consists of mainly four theories, theory of entrepreneurship, public policy theory on startup, public service theory and the theory of social capital. The third chapter studies the experiences of government support from domestic and overseas countries on returnee talents’startup business and concludes that we should promote the support on returnees’startup business from the aspects such as national strategy, environmental construction, system construction, market construction and government services. The fourth chapter focuses on the analysis the status, existing problems and their reasons of returnees business in Wujin high-tech industrial zone. The fifth chapter studies the case of Wujin High-tech industrial Zone and put forward overall train of thought, main content and concrete measures of local government’s support on the startup business of returnees. It points out that local government should provide support from the aspects of scientific planning, creating advantages, building up solid platform, superior environment, improving services, creating the atmosphere so that facilitate the contribution of the returnees startup business to the innovative economy and making the Chinese economy more competitive in the world.
